Usually the franchisor owns them and adds each franchisee as a manager. That keeps the listing, its reviews and its history with the brand if a location changes hands.
Both. Franchisors hire me to run SEO across the network, and franchisees hire me for their own territory. When it is a franchisee, I check the brand rules first so nothing clashes with head office.
That works too. Company-owned branches need the same profile and page setup without the franchise rules on top, which is what my multi location SEO services cover. Large networks with several brands or regional sites can add enterprise SEO work at the template level.
